I simmed ten years to see what happened to Belichick. I actually started in 1970, when he was 18. His stats went up 10 sometimes, down 10 sometimes, down 20 once, stayed the same a few times. I did this for ten years, and he ended up 10 worse overall. So it seemed like he didn't "develop" but his stats were just a random walk. Stayed unemployed the whole time. So I think you're right.
I think given that, it might not make sense to include coaches that you don't want to be employed until much in the future, unless you're okay with the weirdness of him getting hired immediately.
