I'm not sure what you're trying to say when you mention putting the campaign "in the hands of" Liz Cheney - I'm guessing you're just being overdramatic. I think the purpose seems obvious. It's to show that Trump is uniquely awful to the point that both sides of the aisle don't want him.

I don't think the goal is to make people change their mind and vote for Trump. I think the goal is to disenfranchise Muslims by pointing out the alternative to Trump is campaigning with an even bigger and more violent bigot.
It's not a big deal to the Harris campaign because I don't think they are interested in those voters anyway. I think the ad is only effective in reminding Muslims in that area what Harris thinks of them.
