When we lived in the burbs we literally had hundreds of trick or treaters. We since moved. Last night we had 22. I know because I bought a 30 pack of candy bars from Costco and had 8 left. I was out there for about 90 minutes.
I think the main problem we have is that 2/3 of the houses on our street don't participate. And the sidewalk only goes through maybe a 1/4 of the neighborhood even though there's plenty of kids. Also, in their infinite wisdom, the city took down all the light polls on the street about 5 months ago and haven't put up new ones.
Between that and the proliferation of trunk or treat, kids just don't really do Halloween the way we did back in the day. Also, the costumes were shit this year. Parents, put in some effort.
