IMO, the two things I would do to improve the competitiveness in the MLB:
1. Only allow 25% of a contract to be deferred.
2. Every team must have a floor payroll of $100 million.
You do those two things and it is much harder for the Dodgers to sign everyone and it's much harder for the Pirates, Marlins, White Sox and Rays to just pocket revenue sharing while they put a crap product on the field.
