I've read about El Salvador (and Guantanamo) housing deported illegals if there's issues with their home countries taking them back, but NYT articles adds a couple more countries willing to do the internment.

Trumps leverage on Panama is known, but seems weird that Costa Rica is accepting the illegals, I wonder what was the threat or quid pro quo. My speculation is El Salvador (e.g. with the real prisons) are for the illegal felons, and Panama and Costa Rica are for the non-felons. Article has different lists of nationals in the article but looks like Iran, Pakistan, Afghanistan, Uzbekistan, China and India so far.
