The government, more specifically, The Justice Department, sued MS back in the 90s because that's what the government does, Republican or Democrat. It's almost never motivated by a pure sense of right or wrong. Inevitably you end up with people working in government who see free enterprise as a threat, not a benefit.
As for IE, I have no complaints, it's free, it does the job for me. Key word for the consumer here: free.
