It seems Rawlings has been making tweaks to the baseball trying to make one that doesn't require a pregame mud rubdown. In doing that they created a ball that's too round/smooth.
And it takes about 6 months from production for balls to go into play. So the timing here would be they realized something was wrong early this year and went to work on getting it fixed.

Thing is, it's been clear something's up since 2017. If it takes 6 months between production and use, that change should have already manifested.
