You can do it by opening the console with ~ and typing "TFC" (w/o quotes) for free camera. You can also turn off the compass and other HUD elements with "TM", though it will hide any menus including the console. You'll still be able to access the console, so you can hit ~ and enter TM even though you can't see it.
