In the show, the prison was in the second camp - the one that didn't come into play until the second season. Those put there generally got back out. However, there were killings - both by the Others and of the Others, and the killings were not who was in the 'prison' area.
I think this implies one in the prison can be released - but if someone is killed (rather than imprisoned), they're gone.
