I had the same problems at Gloucester trying to get players in on loan. Teams wanted at least 50% of wages or some small fee attached. Once I was lucky to get the three players I did when I was in League 1. You should have better luck with this when some of the generated players turn 17-18 and are on contracts and not considered youths anymore. You might have to do some of your own mining, rather than relying on your Ass Man to find good loan prospects. I find the Ass Man always turns up players who teams want a fee from. Best thing to do is go to search players "Listed for Loan" and have the "Unrealistic Targets" box checked. Some players may want to stay at the club, but your chances of finding some sort of quality will improve dramatically.
