Stats are relevant though. Stats help if you are a small school with limited budget.

Ah I see, I've only played with bottom-feeder schools and low level HCs, so I've had a lot of success ignoring scouting and relying on stats. Usually a combination of national ranking+stats gives me a good idea of a player's abilities with the exception of PRD/PSD.
