He's not the best 4* in the land, no, but he's improved enough that I'm building him now, where I used to sell off his covers if I pulled them.

I think it was mentioned that the vaults are random, but it seems like the vaults have a repeating patterns. The key is timing it, but it seems that you could spot a pattern and get the character you want. I usually look for a rare symbol and try to count. I've timed it a few times.

Nope. It is purely a visual effect. If it comes up what you're trying to time it for, count yourself lucky, but the second you tap the 'open' button to start the vault spinning, your reward has already been determined.
