Europe as well, as getting a talented kid for a 2-year period (ideally a 3 year contract with a reasonable 3rd year buyout) makes it much more worthwhile to spend ressources developing them and helping them adjust.
I am not sure why the NBA hasn't yet closed that loophole but i kinda expect them to change the rules for the D-League as well if they take this step.
