I'm not sure why that would be the expectation. I'll reiterate my comments from earlier... Pittsburgh's pythagorean expectation puts them around 10-6 while Jacksonville's has them at 11-5. Then you have to factor in that Jacksonville already went to Pittsburgh once this season and beat them rather handily.
The Steelers record was flattering to them. They went 8-2 in one score games, which is not sustainable. They also beat the 0-16 Browns twice by a combined 7 points.
