This firesale's intent is simple. My motto has been "no one wants to play in a league where the commish wins all of the time." So it's a simple situation aimed at spreading the talent across the league in at least plausibly fair ways.
It's why I gave up Winnemucca and took an expansion team, gave up that expansion team (now Washington) when a new owner showed up because people tend to get engaged if they can be competitive early on and now that my latest expansion experiment has gone well...it's time to rebuild and start all over.
It's not orthodox, but it's better for the league.
