Yeah. It is part of the game in basketball. Which we all just accept even though it leads to worse games.
"Try and get him in foul trouble"
"Get in the lane and draw contact"

Other than the offsides trap in soccer, I cannot think of another team sport where trying to get the refs involved is an accepted and inherent and celebrated part of game strategy.
