He refused to stop the arrest because they filed to move it to Federal court. Another judge is still going to make that decision. His ruling was that nothing stops in the state case while that decision is being made ie. it is not a way to stall an indictment.
edit: BTW, the hearing on the Meadows attempt to move the case is on Monday. Willis is supposed to call several witness that day. The who should be interesting.
