Grin and bear it, more or less. From what I can see he can't stop us, merely make it a lot more costly. It's normally just over four years to subvert a planet: this may take us about a decade when it's all said and done. Each setback costs us 20% progess(ten months worth). I don't think there's any way for infiltration to 'fail', necessarily ... but I expected it to be done before now and at the moment there is still a year and a half's work left by current estimates.

In other words, unless he's got something better in his bag of tricks than he's shown so far, or can keep this up indefinitely(unlikely), Vurl-Xagh will eventually be ours as the Inquisitor intimated.
