It'd been rumored for a good bit of the day. It's an ersatz fight club, run by Shane, with basically "realistic" brief no holds barred "fights" between various members of the roster. It's purportedly "somewhere backstage" at the Performance Center in an area with "limited access".
It's being reported as "something Vince wanted to have" but with little instruction to its structure or function. That bit fits well with the all-day rumors that the tapings today were "chaos".
