I actually think it had to do with how to avoid having Jedis kill themselves and was going to be some kind of rule change before he thought of the mind wipe. Don't forget that the game was on short notice so it's entirely possible certain things just weren't thought through in the same way they'd have been if saldana had been given more time to prepare.
