Government Reform – Next is State and Religion
I have five choices, these are the ones I like:
Strengthen the Ulema - +1.5 Missionary strength, better Ulama relations
Curtail Clerical Privileges - -10% Admin tech costs, -10% Ulema relations
Expand Temple Rights – Mosques and upgrades give +33% taxes and -2 unrest
Pretty strong. Better missionaries, tech and make Mosques and their upgrades better.
I choose Expanded Temple Rights because I need that cash, North Africa is so poor.
