Build lots of fire stations - they help to level up your buildings and reduce the fire threat. At first I was like - well a couple is fine and my fire threat isn't too bad. But once I realized they reduced the threat and counted as services to make people happy and buildings to level up I slapped them all over the place - think my fire threat is like 9% now.
