Go on vacation for one day to bypass the squad selection. That's the only way I've ever been able to do it. And I've usually been able to get the roster I want. Fill all the roster spots with the players you want and you SHOULD be ok.

I would suggest in the future, keep a couple of your regens around that come in through your youth system, even if they are 2-2.5 potential. JUST for the homegrown status. It's rare that you'll ever need all 25 players in European play.
