So far (I'm level 20) I rarely run into other players. Most people seem content to go off and do their own stuff. It sounds like some of the higher level stuff does require a group, but other than a couple of public quests where people have helped out I haven't felt the need to group with anyone. Even then I haven't grouped officially. They were just part of the public quest i was doing.
You can always see where other players are on the map (and what level they are) so if you wanted to find people to play with or really just wanted to avoid people it wouldn't be difficult.
