Major fucking annoyance that the map editor is buggy as shit - I've downloaded a map of my hometown off Steam, have to edit the map so the starting square is by the one highway exit and doing that puts me 800k in debt somehow. If I use the original map it's fine, I start with the correct amount of money but nobody moves into the city because there's no connection.

Edit to add that the game isn't even playable even with unlimited money, things disappear and reappear as you zoom the mouse in and out and you can't actually place roads or zones. Great game, but you knew Paradox would sneak an annoying bug in there that would break something.
