- Moctezuma I is the leader of the Aztec nation.

- He has 6,000 men armed with spears. They are the empire's warriors. He tasks 4 local provinces to provide an additional 1,000 warriors. There are questions, but nobody is allowed to publicly question the ruler of the Aztecs.

- In a tactical move and show of friendship, the Aztecs agree to an alliance with the Mayans. The Aztec-Mayan alliance is formed!

- The eyes of Moctezuma are turned to the Zapotec nation. They are fierce rivals and unfriendly. It has been decided that they must not be allies as the Aztecs cannot inform them of the secret mandate to build a defense against foreign invaders. So they must be incorporated into the Aztec nation. The sooner the better.
