After some time to do a bit of my own research I'd like to retract my original comment :o
I think the problem I had encountered was that underrated players often showed up on the roster with lower ratings than I was expecting, so I assumed they were busts. I've now found that, even though they tend to still have lower ratings post-draft than I'd like, more often than not they creep up so underrated players is clearly the way to go.
