You're right about the summer, particularly with European competition. I've done an MLS save which has a similar issue with the CONCACAF Champions League starting in February.
This save has been quite fast in getting the team regularly into Europe--I lucked out in a couple of very good Irish players that let me build reputation and $$ to get who I need. This took way longer in my Wales save.
