It's been explained that way, yes. A referee on dutch tv said (along these lines): It wasn't hand ball, but I can see why it was called and that was the right decision to make.
In volleyball we don't have these kind of debatable rules. Okay, there are some that aren't cut and dry, but usually the rules aren't confusing.
