Oh, the idea would be if you wanted to start a sim that would say make a high school league have players only from that particular state, you could load North Carolina or something as a nation in the game -- rather than having a high school or college league right now that has players from all over the country because you can't control for that.
It's much more useful this year than it was last, but those two files changed a bit and I wanted to use them so I modified them myself.
