I think it has something to do with the Holy Roman Empire Laws. When I mouse-over the Absolute Crown Authority it says something about 80% min levies for burghers, nobles and clergy.

Yes, the HRE is taking 80% of your personal levies, since you are under them and they are at absolute crown authority.
