Well if it's because of the clearance and it was too low then it's Verizon that should be paying for the repair. If it was the proper amount of clearance then it's the delivery company at fault. I'm not familiar with your specific area but in CA it's called GO95 (General Order 95 are the guidelines for proper aerial clearances with telecommunication and electrical lines). Proper clearance is typically 18 feet at the crest of the street (middle) and 16 feet at the curb and 12 at the customers driveway and 10 at the connection at the house.
