It seems in my countless dynasties, it always took a good 2-3 years for the "transfer wheels" to really start turning in my universe. Especially for players not playing much, but at an age when their skills are not digressing, initial values will not change... play them and they'll begin to adjust themselves. Further, check their "transfer status" page and make sure the value button hasn't switched off of automatically computing the value... I've had that happen from time to time during the off-season.
