I really don't see that much of a change. Average XFL salary 55K equals a league payroll for players of 22.9 million. NFL squads have 10 players on the practice squad, so 320 on weekly basis that make 136K if they stay on the practice squad for all 17 weeks of the season making a total payroll of 43.5 million.

If you scale salaries like they do in the XFL and expand the practice squad for each team to 14 you could still pay an average salary of 97K to each player and have the same net salary output for players that are gaining more focused coaching and valuable in game experience.

Of course this doesn't include other operating expenses and coaches salaries, but much of the front office personnel could come from NFL franchises and the other costs can easily be absorbed across the league.

Just thoughts.
