Further on my recommendation, but if you are playing with only two players, I can't recommend the India / Switzerland map expansion enough, both fantastic with 2 or 3. USA, other than for beginning purposes really needs 4 or 5.
Personally I own the base USA game and that map expansion, gives me a good map to play with anywhere from 2-5.
