Perhaps. I would think he's just normally a Sheriff in Arkansas, and he's only in Missouri now because he's at this Lightbringer conference. That doesn't mean he doesn't have the powers or abilities he would normally have. What he is in Arkansas or here doesn't matter anyway--we know what abilities he has in the here and the now.
