The game rates each of the assistant coaches for each job. Then it goes in order processing the #1 assistant, #1 recruiter, #1 scout, #2 assistant, #2 recruiter, etc. Each round runs the top 30 at each position or top 50 for the initial hiring period in the first season. So while it is possible you might get a lower choice it is unlikely. The only way for it to happen is if someone you have lower on your list as a recruiter for instance comes up on the scout list or assistant list before your higher rated recruiters.
