Perhaps I am in the minority, but I still rely heavily on the scout impression. However, because of scout error, I use other data points (bar profile, static bars, overall combine ratings, etc.) in an effort to determine if the scout is correct.

The QB looks solid, but that position is very difficult to get right in FOF 8.

Also, a brief comment on constraints. It’s not always a hard stop to discount a rookie if he falls outside the constraints. Part of the equation will depend on your combine accuracy setting. You can often miss a really good player who has a bad combine. A most recent example was a RB in the TFL draft who had a 7.78 agility score and a 20 sole score. His other combines were middle of the road. But he did have great static bars. Two games into the season, the rookie is 55/60 overall with a 82/100 hole rec bar. The combine setting in the league is 75.
