When you unzip a default league pack, you'll have a folder with 3 CSV files in it. You want to copy/paste that folder into C:\Users\Publics\Documents\GDS\Fast Break College Basketball 2010\defaultleagues.
Then, in the game, when you create a new game, the fourth option under League Settings is a dropdown list for the League File. That list should reflect the default leagues you have in the folder above.
