TN goes to that next week (or week after next?) I saw last night.
Kemp is trying to get the state's numbers up from the awkward 49th place, he's hoping this will look better.
Thing is, the process is still pretty broken here so I don't know how this will accomplish anything nearly so much as making it an even bigger clusterfuck.
(When you're routing people 4+ hours to find a shot while locations closer to those people have leftover shots ... yeah, it's still a mess)
