Could have been anything. I could easily see a case where a cop goes to drive off, the kids either yell an expletive or flip the cop off, and then the cop goes back to teach them a lesson.
Easily. Cops don't like taking shit. You don't afford the wrong cop the "proper respect" and you're being combative, or resisting arrest, and cuffed or pressed down against the pavement.
