He said "troops" not "church. Not sure where you watched it but I checked it out on youtube (working while it was live) and one station had a close up of Joe as he made the comment and you can clearly read his lips.
The first one I watched, as he made this comment, was from far away and I thought of your comment and went "huh, I think that is troops, not church". Found this video that is right on Biden as he makes the comment. Approx. the 15 minute mark "may God protect our troops"
