I think it's more of a big company process application issue. There needs to be consistency in the processes to push out guidelines to all workers, so it's much easier to design a process to eliminate use of change than to try to keep accepting it and have to build multiple processes used in some places but not others depending on which regions/stores ran out and which didn't.

I've dealt with national chains on having to develop processes, and they simply want the "one size fits all" solution whenever practical.
