My two cents are we should be safe rather than sorry on this. We don't know how many we need to be successful, so we should shoot for a bit of overkill. I don't know that doing this task will be overly dangerous as we're working with townspeople putting up defenses and doing flood preparation. The consequences of failing seems more likely to result in people getting hurt than just helping to prepare for the flood. Presumably whoever unleashed the flood is trying to attack the town in some way so we would do well to foil that plan.
There is a possibility there's something more sophisticated going on of course, but I think that's the simplest and most likely explanation. I would say we would want at least half our folks helping out. The only listed role that would potentially take a night action is the BG and having a pool of 8-9 players should be reasonably decent to hide in assuming they don't try to hide themselves by helping fight the flood instead.
