Former Stinnett Police Chief Jason Collier arrested by Texas Rangers; Collier resigns

I am exhausted just by the thought of this story.

Question for the law people. Why are people allowed to resign in case like this as opposed to being fired? Is this not a fire-able offense? It feels like allowing him to resign is an easy way out that protects him.
