Viscaya - Basque and Catholic, already ruled by Count Carlos. Inin capital, 81 and 6.5; City of Vitoria, 34.6 ad 2.5; City of Guernica, 12.4 and 08; Bishopric of San Sebastian, 12.1 ad .5
Najera - Basque and Catholic, ruled by Count Luis, Najera capita has 8.1 and 6.5 fort; Calaborra bishopric has 12.1 an 3.5; and finally city of logrono rolls with 25.6 and 2.5
