If he pitches the ball underhand, then it's a travel unless he hits rim or the backboard. By bouncing it with one hand on top of the ball, it's a dribble, albeit a wacky, seldom seen version of one. He can go up and get that no different than if he were to lose control of a dribble and chase it down to continue dribbling the ball 20 feet away.
