There's a well known OOTP....quirk, I guess is the right word.

Minor league contracts favor teams with "lower" Team ID numbers. When two teams offer on a MLC, odds are he's going to go to the same team every time.

Mouse over the team names. It will say "team_xxx" at the end. Not surprisingly, London has the lowest number (35). That's how it works. It's a bug that I've tried to point out in a couple of beta cycles now, but it's not really a "bug", so it's been ignored.
