As I understand the glitch it only impacted the national numbers rather than any market specific info. Basically the ratings were gathered as intended at the local level but when everything was added to produce the weekly national numbers they screwed 'em up. It's in the difference between overnight "fast nationals" and the final numbers that the error occurred, as insufficiently labeled data is attributed to its final recipient. That why the error is expected to largely be below 0.05 rating points for any program, there simply wasn't that much data affected.
Biggest impact recently would be on whether national advertisers had received makegood spots/weight because their flights on the other networks appeared to have underdelivered when they actually didn't. Not sure that less than a tenth of a point was the difference in too many upfront buying decisions in the last go round. The impact is really more mental/emotional than practical, at least based on what I've seen so far.
