Lowest rated player ever to hold out?

While in salary cap hell last year, I couldn't let Pinkston go since he had 114 catches the year before so I signed him to a 2 year contract at 1.5 million per year (which I was shocked he signed even though he was only rated 36/36 at the time.) Well, I got a new scout this year who is excellent in grading receivers and he rates Pinkston at 30/30. Despite this rating, Pinkston is holding out for the 2nd year of his contract. I think it is cool he is doing this because he had 100 catches last year. However, I think he must be one of the lowest rated players ever to hold out. Anyone, have any lower rated veterans hold out?
